Is there an additional step required to backup the packages?

Research direction
Start by reviewing how backup and restore handle /home/git/data/shared/packages, then verify whether that path is included in the Dockerized GitLab backup process. Reproduce the reported restore and confirm that packages are preserved, or identify and document the required backup step.
