Research direction
The issue concerns a Dockerized GitLab deployment and asks whether nginx's ngx_http_limit_zone_module can control concurrent requests. Start by reviewing the deployment's nginx configuration and supported request-limiting options. Done means identifying and documenting a supported way to cap load on the described server, or clearly stating the limitation.
