[Bug]: 3008.x missing saltclass ext_pillar module

What happened?

The SaltClass ext_pillar module is missing in 3008.x. SaltClass tops module still exists.

Please consider restoring SaltClass as a core Salt module or officially supported extension.

Start by comparing the 3008.x module set with the earlier SaltClass ext_pillar implementation and the existing SaltClass tops module. No file or test path is provided, so first locate those module entry points and determine whether restoration belongs in core Salt or a supported extension.
