Research direction

Start by comparing the 3008.x module set with the earlier SaltClass ext_pillar implementation and the existing SaltClass tops module. No file or test path is provided, so first locate those module entry points and determine whether restoration belongs in core Salt or a supported extension. Done means SaltClass ext_pillar is available in 3008.x through one of those supported paths.
