[Bug]: Support Telegram Topics

What happened?

With the current version of Salt, we cannot send messages to different Telegram topics. This problem exists for both the module and the returner.

Start by locating Salt's Telegram module and returner entry points, then inspect how each currently sends messages and represents the destination chat. Reproduce the reported limitation on Salt 3007.x if possible. Done means both paths can send messages to different Telegram topics on the supported installations.
