[Bug]: pip.installed state will not upgrade to pre-releases

What happened?

When using the pip.installed state module with pkgs, upgrade=True, and pre_releases=True, any currently installed package that has a higher, pre-release version in the index will not upgrade.

This is even true if the specific pre-release version is specified, i.e. pkg-name==1.0.0.rc1.

Note: untested against use of requirements (instead of pkgs).

Start at Salt's pip.installed state module and reproduce the behavior with pkgs, upgrade=True, and pre_releases=True, including an explicitly pinned pre-release. Compare the installed version with the available index version and check whether the requirements path is covered. Done means eligible higher pre-release packages upgrade on Ubuntu while existing behavior remains intact.
