[Bug]: SLS in environment base is not available on the salt master

What happened?
I am building a distributed instance of security onion with a search node. After running the setup script to the search node I find that is was not showing in grid. I ran salt-key -L to see the key was not accepted for some reason so i added the node with salt-key -A. However this didnt fix the issue as now it provide the error message stated in the title. This is a brand new less than 24 hour instance with no default config changes and nothing in the initial set up guide points to making any backend config changes to get the new node to show up in the grid.
