[TECH-DEBT][BUG] RPM packages are missing init.d scripts

Description
RPM packages are missing their init.d scripts. Since 3006.0 rpm packages are missing their /etc/init.d/salt-xxxx scripts, see associated issue for Debian https://github.com/saltstack/salt/issues/67765

Setup

Expected behavior
When a rpm package for salt-minion, salt-master, salt-syndic or salt-api, then then should also install /etc/init.d/ associated service scripts.

Start by reviewing linked pull request #67908 and the RPM packaging configuration for the onedir build. Compare the expected packages for salt-minion, salt-master, salt-syndic, and salt-api with the Debian-related issue #67765. Done means each listed RPM installs its corresponding /etc/init.d/ service script.
