Description
This is to reopen the issue https://github.com/saltstack/salt/issues/55247
I am also facing the same issue where python3-pip (system) is required to install anything using the virtual-env pip. bin_env also doesn't help in this case unless the pip is installed on system.

Research direction
Read the referenced issue #55247 first, then reproduce the pip.installed behavior with a virtual environment, with and without system python3-pip and while using bin_env. Done means establishing whether virtual-env pip can install packages without the system pip dependency and documenting the confirmed behavior or required change.
