Description

Description of the tech debt to be addressed, include links and screenshots

The relenv based packages added a salt user and group. There are currently some workarounds in the package test suite (which we run as root) to account for this. We need to remove these workarounds and ensure we are running as the correct user.

Start by locating the package test suite and the relenv-based package workarounds described in the issue. Determine how the suite currently runs as root and what user and group the packages provide; done means the workarounds are removed and the tests run as the correct user.
