Description

Description
The utils.http.query function, and by extension modules.http.query, ignores the port parameter. Instead it takes the port from the url.

Steps to Reproduce the behavior

salt-call http.query 'http://saltproject.io' port=8080

Expected behavior
Should fail as there is nothing responding on that port.

Screenshots
If applicable, add screenshots to help explain your problem.

Research direction

Start by locating the Python implementations of utils.http.query and modules.http.query, then reproduce the issue with salt-call http.query 'http://saltproject.io' port=8080. Trace how the port is selected and add or update coverage so the supplied port is honored and the example fails when nothing responds there.
