[FEATURE REQUEST] Docker secrets states or module

Description of Issue

It would be helpful to have a state or module to access the docker secrets api. This exists in the python sdk: https://docker-py.readthedocs.io/en/stable/secrets.html

Start by reviewing Salt's existing Docker integration and the Docker Python SDK secrets API linked in the issue. The issue names no files or tests; done would require an agreed scope and a tested Salt state or module that accesses Docker secrets.
