[FEATURE REQUEST] Allow for global mode in salt.modules.swarm.service_create

Description of Issue

Currently, the swarm.service_create module is hardcoded to use replicated mode (https://github.com/saltstack/salt/blob/master/salt/modules/swarm.py#L213). It would be useful if we could specify the global ServiceMode instead (https://docker-py.readthedocs.io/en/stable/api.html#docker.types.ServiceMode)

Start in salt/modules/swarm.py around line 213, where service_create is hardcoded to replicated mode. Read the Docker ServiceMode documentation linked in the issue and trace the service_create arguments. Done means callers can request global mode while existing replicated behavior remains available.
