--fail-hard for salt-ssh

Description of Issue

Please add a --fail-hard option to salt-ssh.

I always want the run to terminate on the first error.

I would like to avoid adding - failhard: True to every state.

Start by tracing salt-ssh's command-line option handling and the existing failhard behavior used by states. Add the option so a run stops on its first error without requiring failhard in every state, then verify the behavior with the relevant salt-ssh tests or command-line checks.
