Description
Current local Ed25519 proofs, pinned issuers, expiry, SQLite revocation and atomic concurrent registration/revoke are implemented with tests and CLI/MCP.
Acceptance: forged/expired/revoked identities reject after reopen; concurrent revocation cannot overrun capacity.
Next: issuer key rotation, signed distributed revocation, protected backup rollback, tenant authentication and disaster recovery drills. Local authority never implies permission to execute tools.
Requested delivery includes README/header/capability table, install/usage, ADRs, CI, repository specific MetaHarness and Autogenous integration. Merge only reviewed passing changes. Track exact commit and benchmark provenance.
