Describe the bug
The version 1.1.12 work fine on windows server 2008r2.When upgrade to 1.1.13,hbbr and hbbs did not create any port connecting or listening to client. Clients show server is down.

How to Reproduce the bug
Steps to reproduce the behavior:
- stop the 1.1.12 service
- copy and replace 1.1.12 files with 1.1.13 files and restart service
- I get this error
Expected behavior
port 21115,21116,21117,21118,21119 are created
