setting Mode 2 when using "privacy-mode" option

Description
We're using custom clients with "privacy-mode=Y" and while it's working as described, it seems to default to Privacy mode 1, which is not desired since it can easily be exited from the controlled side.
Is there no way to set Privacy mode 2 with that option?
