Description

We're using custom clients with "privacy-mode=Y" and while it's working as described, it seems to default to Privacy mode 1, which is not desired since it can easily be exited from the controlled side.
Is there no way to set Privacy mode 2 with that option?

Research direction

Start by tracing how the custom-client privacy-mode option is parsed and how Privacy mode 1 is selected. Determine whether mode 2 is supported for this option and document or implement a clear way to select it, with verification that the controlled side cannot exit the resulting mode.
