Description
Maybe #459 (Event Loops 2.0) could serve as a rough template for a "Winit RFC 1" along the lines of https://github.com/rust-lang/rfcs. (See also https://github.com/tomaka/winit/issues/459#issuecomment-415444158.)
This issue is basically an RFC about RFCs, hence "Meta RFC".
