`Window::outer_position` returns incorrect Y coordinate for x11

Description
The Y coordinate returned from Window::outer_position is 37 pixels off on gnome. This is because the frame extents are set to all zeros at this line.

Research direction
Start in src/platform_impl/linux/x11/util/geometry.rs at the linked line where frame extents are set to zero. Reproduce Window::outer_position on GNOME under X11 and trace how those extents affect the Y coordinate; done means the returned coordinate no longer has the reported 37-pixel offset.
