Description
During development of #302 tftp boots broke.
This caused the tests to hang, and never display the tftp failure panic.
I propose the following changes:
- Add support for bootloader panic hander that uses the qemu exit port during tests.
- Write a macro that splits the tests into _bios, _uefi, and _tftp

Research direction
Start by examining the tests that hang during TFTP boots and the bootloader panic-handling path used during tests. Implement the proposed QEMU exit-port handling and split the tests into _bios, _uefi, and _tftp groups; done means TFTP failures report a panic instead of hanging.
