Description
We might want to add the ability to define some label patterns as "exclusive", so that there can only be a single label matching a pattern on an issue.
For example, with S-* marked as exclusive a PR with the S-waiting-on-review will have S-blocked after someone types the command:
@rustbot modify labels: S-blocked
