Description

When adding the target i686-pc-windows-gnu, rustup only installs rust-std, not rust-mingw. To cross-compile we need mingw component.
When manually downloaded and copied rust-mingw, compile works well.

Research direction

Start by tracing rustup's target-add flow for i686-pc-windows-gnu and how it selects components. Check the existing target-installation tests, if present, before changing behavior. Done means adding this target installs rust-std and rust-mingw, and cross-compilation succeeds without manually copying the component.
