Description
rustup doesn't test the network today, but if network breaks it's super bad.
Add two classes of tests:
- smoke tests - just do installation off the live static.rlo
- docker-based tests - put nginx in a contain and configure it so that we can test that certs and other matters are handled correctly.

Research direction
Start by reviewing rustup's existing test setup and how installation from the live static.rlo is exercised. Define smoke tests for live installation and Docker-based nginx tests covering certificates and related handling; the work is done when both classes run reliably and validate those network paths.
