Description
Using Rustup can be very slow in some places, people have addressed this by creating mirrors, but these are not very discoverable. I wonder if we can build-in support for local mirrors to make this easier? At the least we should be more up-front about documentation.

Research direction
No files, tests, or entry points are named. Start by examining how rustup currently obtains toolchains and how mirror configuration could be represented, then clarify whether the goal is built-in local mirror support, improved discoverability, or documentation. Done should include an agreed scope and corresponding implementation or documentation changes.
