How to reproduce:
docker run -it rustlang/rust:nightly-slim
root@26e4ec332226:/# mkdir foo
echo "ignore=[\"baz\"]" > foo/bar.toml
cargo new app
rustup component add rustfmt
cd app
cargo fmt -- --config-path ../foo/bar.toml
