Description

Would be nice to help catch a mistake I just made 😄, as with the blank line it's easily confused for an inner attribute

Input:

#[allow(unused)]

fn main() {}

Output:

#[allow(unused)]

fn main() {}

Desired output:

#[allow(unused)]
fn main() {}

Research direction

Reproduce the issue by running rustfmt on the Rust input shown in the report and compare the output with the desired output. The work is done when the blank line between the outer attribute and the function is removed without changing other formatting.
