Description
Similar to https://github.com/rust-lang/rustfmt/issues/2399, rustfmt will still reorder mod statements of modules that contain a #![macro_use] attribute, as opposed to the mod itself being annotated with #[macro_use]. This is equivalently invalid reordering.

Research direction
Reproduce the import-reordering behavior with rustfmt 1.4.36-nightly and compare it with the related rust-lang/rustfmt#2399 issue. The issue names no source files or tests, so locate the module-ordering logic and add a regression test showing that modules containing #![macro_use] are not reordered.
