Description

As an opt-in option, it would be nice to be able to enforce function definition order in struct impls based on visibility.

Research direction

The issue names no files, tests, or entry points. Start by locating rustfmt's configuration handling and struct-impl formatting tests, then determine how visibility-based function ordering would fit the existing options. Done should include an opt-in setting that enforces public-first and private/limited-last ordering with coverage for the expected behavior.
