Description
This is because gcc will always run lto1 and do LTO when there are fat object files, even when not asked explicitely with -flto.

Research direction
Start by tracing cg_ssa's linker-argument handling and review the linked Zulip discussion about adding linker flags from codegen. Done means the linker receives -fno-lto when LTO is not being used, preventing gcc from running LTO for fat object files.
