Research direction

Start by tracing how the -Zalways-encode-mir option is handled and how functions compiled in different crates are currently made available to the JIT. Define the expected behavior for lazy JIT when dylibs are unavailable, then verify it with an appropriate cross-crate compilation or execution test.
