Description
If I do ./x.py test tests/run-make --test-codegen-backend cranelift, all tests pass, despite the fact that several run-make tests are broken with cg_clif for various reasons.

Research direction
Start by reproducing ./x.py test tests/run-make --test-codegen-backend cranelift, then trace how the run-make test harness handles --test-codegen-backend. The fix is complete when the selected backend is actually used and broken cg_clif tests no longer pass silently.
