Rustdoc --no-run runs when --edition=2024 is provided

Reproduce the behavior with the supplied rustdoc doctest and the --no-run, --edition 2024, and --test-args flags. Trace rustdoc's doctest execution path to determine why tests run despite --no-run. Done means the reproduction no longer runs doctests while preserving the expected handling of the other doctest attributes.
