Description

Summary

Running ./x test tidy shouldn't need nightly rustc as it doesn't actually build the library code, so would be nice to save the time of having to wait for the download.

Command used
./x test tidy

Research direction

Start by tracing the ./x test tidy entry point and the setup that causes nightly rustc to download. Confirm why the compiler is requested even though tidy does not build library code, then run ./x test tidy to verify it completes without that download.
