Tracking Issue for `feature(generic_const_parameter_types)`

This is a tracking issue for the unstable feature generic_const_parameter_types which has not yet been RFC'd.

About tracking issues

Tracking issues are used to record the overall progress of implementation.
They are also used as hubs connecting to other relevant issues, e.g., bugs or open design questions.
A tracking issue is however not meant for large scale discussion, questions, or bug reports about a feature.
Instead, open a dedicated issue for the specific matter and add the relevant feature gate label.

Start with the tracking issue checklist and the linked rust-lang/project-const-generics#28 discussion; no RFC, implementation PRs, or source files are identified here. The work is complete only after the listed implementation and design items are addressed, documentation is adjusted, and a stabilization PR is prepared.
