Feature gate: #![feature(tcp_syncnt)]
This is a tracking issue for bringing a thin wrapper around the Linux's TCP_SYNCNT socket option.
When a client tries to connect to a server but the latter does not respond, the former sends a SYN packet.
How much does the client send to the server before giving up is what the feature is about.
