Description

Along the lines of useless_transmute, it seems plausible to warn on transmute::<X, Y>(x) where X and Y aren't both primitive types or marked #[repr(C)], since as @ubsan keeps reminding us this is likely to cause UB.

Research direction

Start by reading Clippy's existing useless_transmute lint and the issue's proposed primitive and #[repr(C)] criteria. The payload names no files or tests, so first locate that lint's implementation and test coverage; done requires an agreed warning scope for dangerous transmutes and corresponding validation.
