Description
We should lint attributes of the style #[cfg(all(not(_), not(_), ..))] and #[cfg(any(not(_), not(_), ..))] and suggest #[cfg(not(any(_, _, ..))] and #[cfg(not(all(_, _, ..))], respectively. Bonus points for further simplification.
