Description
Taken from https://github.com/rust-lang-nursery/api-guidelines/issues/74#issue-231843523
This lint would check the existence of a CI setup by looking for CI configuration files in the repo tree. If no configuration file is found, the user gets a warning.

Research direction
The issue names no files, tests, or entry points. Start by locating how Clippy implements repository-level lints and tests, then determine how CI configuration files are represented in the repository tree. Done means a warning is emitted when no CI configuration file exists and not emitted when one is present.
Written by the indexing model from the issue text.
