Description
At work I have a VS plugin suggesting to change stuff like !foo.any(|bar| bar == baz) to foo.all(|bar| bar != baz). !any and !all can usually be simplified.
It would be nice if nonminimal_bool could suggest that too.

Research direction
Start by reading the existing nonminimal_bool lint and its tests, then trace how similar boolean simplifications are represented. Done means the lint recognizes !any and !all cases such as the example and verifies the suggested all/any transformation with tests.
