Description

Summary

Cargo clippy says there is no VCS when using Fossil.

Reproducer

Do the following steps:

  1. cargo new --vcs fossil test-crate
  2. cd test-crate
  3. cargo clippy --fix
error: no VCS found for this package and `cargo fix` can potentially perform destructive changes; if you'd like to suppress this error pass `--allow-no-vcs`

Research direction

Reproduce the report with cargo new --vcs fossil test-crate, then run cargo clippy --fix from the generated directory. Trace the no-VCS check used by the fix flow and compare Fossil handling with the supported VCS cases; done means Fossil projects no longer trigger the destructive-change error.
