Description

Hello - I noticed there hasn't been a new full release for about half a year (0.72.1 was a hotfix) despite quite some activity. I was wondering if there could be a release made to get some of the changes out? I am personally interested in building Windows DLLs thanks to #3257.

Alternatively, if it's more common to consume this via a git revision rather than released crates, then I can do that too. For context, I am looking at this dependency from Envoy (yes it's already quite an old version there but updating to the latest doesn't help with the Windows issue).
