Description
It makes sense to set HTTP_PROXY and/or HTTPS_PROXY on the language server if http.proxy is set in Code. Unfortunately, we'd probably need a heuristic to pick between the two (HTTP_PROXY is only supposed to be used for non-HTTPS connections, IIUI).
