Description

IntelliJ has this nice feature that allows one to turn

fn f(&self) -> &str

into

fn f<'a>(&'a self) -> &'a str

(and vice-versa as well I think, not entirely sure on that one)

I think having this in RA would be a nice addition

Research direction

Use the two Rust signatures in the issue as the initial behavior examples. First clarify whether the assist should expand elided lifetimes, contract explicit lifetimes, or support both directions; done means the agreed transformation is available in rust-analyzer and covered by tests.
