Description
With "rust-analyzer.runnables.overrideCargo": "doesnotexist" in my settings.json, I expect the Run and Debug buttons in VSCode to respect overrideCargo.
The Run button correctly calls the doesnotexist executable, but the Debug button still calls cargo.

Research direction
Reproduce the issue in VSCode with "rust-analyzer.runnables.overrideCargo" set to "doesnotexist", comparing the Run and Debug buttons. Done means the Debug button invokes the configured overrideCargo executable instead of cargo.
