Description

This of course is not applicable everywhere but where it is it is generally preferable as errors in the conditional code will be detected even if the condition is false

Research direction

The issue names no files, tests, or entry points. Start by locating rust-analyzer's existing code-action or assist handling for cfg attributes, then determine which conditional forms can safely be rewritten and how false branches should be checked. Done means the applicable cases are transformed and covered by focused tests.
