Description
Currently, RA (Rust Analyzer) does not display Trait Bound in the function signature hints.
fn test<R: std::io::Read>(r: R) {}
fn test1<R>(r: R) where R: std::io::Read {}
Current: (where R: std::io::Read not show)
Expected:
Show Trait Bound just like hover

Research direction
Start by locating rust-analyzer's function signature hint rendering and compare it with the hover output shown in the issue. The work is done when trait bounds, including where R: std::io::Read, appear in signature hints like they do on hover.
