Description

Since rust analyzer do heavy stuff when I start it in the project (usually indexing) I would like to disable it in VSCode per workspace / globally by default and start it manually when needed.

Research direction

Start by reading the linked rust-lang/rust-analyzer issue #17834 and reviewing the VSCode integration entry points. Define how users would disable autostart per workspace or globally and trigger rust-analyzer manually, then verify both configuration scopes and manual startup behavior.
