Description
I prefer using absolute paths in imports but all of RA's (and rustc's) suggestions/code actions insert shortest possible paths instead. I therefore propose to implement a code action that allows to automatically replace self and other relative paths with fully-qualified ones.
As an aside, in general it would also be useful to toggle some setting to have RA insert full paths, but i guess that would be a much bigger ask, so i left it out of this issue.

Research direction
The issue names no files, tests, or entry points. Start by locating the existing rust-analyzer code actions that insert shortest paths, then compare their behavior with rustc suggestions. Done means a code action can replace self and other relative paths with fully qualified paths.
