Description

As the title says, Rust Analyzer should provide a configuration option that allows users to completely disable semantic highlighting. Some extensions may want to override Rust Analyzer's semantic highlighting, but they can't since Rust Analyzer takes precedence.

Research direction

Start by locating Rust Analyzer's configuration handling and semantic-highlighting entry points. Trace how highlighting is enabled and determine where a configuration option would control it. Done means users can disable Rust Analyzer's semantic highlighting so another extension can provide it, with coverage for the new setting.
