Description
I'm not sure if this is possible, but it might help with project loading performance. See the video in https://github.com/rust-lang/rust-analyzer/issues/13135.
To save anyone reading this from the work, there are no external dependencies in any of the projects, but this step takes quite a bit of time even on subsequent loads.

Research direction
No source files or tests are identified. Start by reviewing the loading-performance video and issue #13135, then reproduce the reported cargo metadata delay for a multi-root workspace without external dependencies. Done would require a defined, validated approach that improves project loading time.
