Add a location! macro for creating a std::panic::Location

Description
The standard library already has file!, line! and column! macros which return values expressing the location in the code where the macro was called. If I need to pass these values around I usually just want to wrap them into some kind of struct which holds all three values. The standard library already has a struct which does just this - std::panic::Location - but there's no way to construct one (other than by panicking).
Could we just add another macro, next to file!/line!/column!, which creates a Location directly?
